Experimentaste também o "reset Internet Protocol (TCP/IP)"?

Podes tentar reparar os ficheiros de sistema do Windows Se7en com o System File Checker (SFC).

Vê aqui como se faz.

Outra opção é fazer uma instalação de reparação do Windows, esta opção não apaga os teus dados nem programas. Faz reset aos seguintes itens:

Services
Visual Effects Settings
Device Drivers - Be sure to have these handy to reinstall. They do not always remain after the repair (upgrade) install.
